Where does a surveyor find the guidance for the Emergency Preparedness Plan (EPP)? SOM Appendix Z
What is the definition of an Emergency? A hazard impact causing adverse physical, social, psychological, economic or political effects that challenges the ability to respond rapidly and effectively.
What is an Emergency Preparedness Plan? A facility’s comprehensive approach to meeting the health, safety & security needs of the facility, its staff, their patient population & community prior to, during & after an emergency or disaster.
What is "All-Hazards Approach"? An integrated approach that focuses on identifying hazards & developing capacities & capabilities that can address those as well as a wide spectrum of emergencies or disasters. This includes preparedness for natural, man-made, & facility emergencies.
What is Risk Assessment? Describes a process used to assess & document potential hazards that are likely to impact a geographical region, community, facility & patient population & identify gaps/challenges to be considered & addressed in developing an EPP.
There are 4 core elements to CMSs EPP, what are they? 1. Risk Assessment & Emergency Preparedness 2. Communication Plan 3. Policies & Procedures 4. Training & Testing
The Emergency Preparedness requirements are focused on 3 key essentials necessary for maintaining access to healthcare during disasters/emergencies, what are they? 1. Safeguarding human resources 2. Maintaining business continuity 3. Protecting physical resources
True or False: The EPP interpretive guidelines & survey procedures were developed to support adoption of a standard all-hazard EPP for ALL certified providers & suppliers? True: Included are appropriate adjustments to address unique differences of providers, suppliers & their patients.
What does successful adoption of these requirements enable providers to do? To better anticipate & plan for needs, rapidly respond as a facility, as well as integrate with local public health & emergency management agencies & healthcare coalitions’ response activities & rapidly recover following disaster.

Waivers for EPP are called 1135 Waivers, what do these waivers accomplish? During a declared State of Emergency the HHS Secretary is authorized to modify or waive certain Medicare, Medicaid & CHIP requirements.
What is the purpose of the 1135 Waiver? Ensure sufficient health care items & services are available to meet needs of Medicare, Medicaid & CHIP beneficiaries. Providers who provide services can't comply with certain requirements in good faith can be reimbursed, absent any fraud or abuse.
How long are these waivers good for? They end no later than termination of the emergency period, or 60 days from date waiver was first published unless the Secretary extends waiver for another 60 days or end of emergency.
