What are Minimum Program Requirements? | The basic characteristics that a project must possess to be eligible for certification under the LEED 2009 rating system. |
How is compliance with the MPR's documented? | The PROJECT OWNER must personally confirm compliance in LEED Online, or sign a letter that states compliance. Unless there is a special circumstance, project teams are not required to submit additional documentation to prove compliance. |
List the seven MPR's. | 1. Comply with environmental laws. 2. Be complete and permanent. 3. Use a reasonable site boundary. 4. Minimum floor area. 5. Minimum occupancy rate. 6. Share whole-building energy and water usage data. 7. Minimum building area to site area ratio. |
MPR-1 What happens if a project's compliance with environmental laws lapses? | The lapse shall be excused so long as it results from an unforeseen and unavoidable circumstance and is remediated as soon as feasibly possible. |
MPR-1 For how long must a project be in compliance with all environmental laws in order to be eligible for certification? | From the date of LEED project registraation or the commencement of schematic design (whichever comes first) up to and until the building receives a certificate of occupancy. |
MPR-2 Define a complete, permanent building or space. | All LEED project must be designed for, constructd on, and operated on a permanent location on already existing LAND. No building or space that is designed to move at any point in its lifetime may pursue LEED Certification. |
MPR-2 Can just a portion of a new building be LEED certified? | No; LEED projects must include the new, ground-up design and construction, or major renovation, of at least one commercial, institutional, or high-rise residential building in its entirety. |
MPR-2 Can attached buildings become LEED certified? | Yes, in certain circumstances when the project team follows all provisions outlined in the MPR supplemental guidance. |
MPR-2 Can a parking garage earn LEED certification? | No. A parking garage may be included in the LEED project boundary, but it may not be included in the gross floor area of the project building. |
MPR-3 What must the LEED project boundary include? | All contiguous land that is associated with and supports normal building operations for the LEED project building, including all land that was or will be disturbed for the purpose of undertaking the LEED project. |
MPR-3 Can the LEED project boundary include land owned by a party other than the owner of the LEED project building? | No, unless the land in question is associated with and supports normal building operations for the LEED project boundary. |
MPR-3 What is the requirement of LEED project located on a campus? | Buildings must have project boundaries such that if all the buildings became LEED certified, then 100% of the gross land area on the campus would be included within a LEED boundary. However, if this would violate MPR-7, MPR-7 shall take precedence. |
MPR-3 Can a piece of land be included in more than one LEED project boundary? | No, LEED project boundaries may never overlap. |

MPR-5 What happens if the minimum occupancy rate is not met? | The LEED project may not earn any points in the IEQ credit category, but must still earn the prerequisites for this category. |
MPR-6 For how long must the project commit to sharing whole-building energy and water usage data with the USGBC and/or GBCI? | 5 years, starting on the date that the LEED project begins typical physical occupancy. |
MPR-6 What are the two ways the project owner can share energy and water usage data? | Through a free, accessible online tool or by authorizing the collection of information directly from service or utility providers. |
MPR-6 If a building or space changes ownership or lessee, does the new owner have to continue sharing energy and water usage data? | Yes, if the want to retain the LEED certification. |
MPR-7 What is the minimum building area to site area ratio? | The gross floor area of the project building must be no less than 2% of the gross land area within the LEED project boundary. |
