Georgia studies legislative branch

ga's legislative branch is called the general assembley
the general assembly is the lawmaking body for the state
the general assembly is a bi-cameral, or two house legislator consisting of the house of representatives the senate
members of the general assembly must be u.s. citizens residents of Georgia for 2 years residents of there district for at least 1 year
the age requirements for both houses are house of representatives must be 21 the senate must be 25
members of the general assembly are elected in two year terms
each seat of the house of rep. represents the same amount of constitutes
a session or meeting to conduct business is 40 days
the constitution allows the legislator to adjourn any regular session to such a later date as it may set for reconvening
in order for the members of the general assembly to do there jobs properly there must be some orginization
the leader of the house of rep. is the speaker of the house
the leader of the senate is the lutenent govener
the chief of responsibility of the two leaders is to preside over meetings or their prospective chambers
each chamber also elects one of its members to serve in the absence of its presiding officer house-speaker pro tempore senate-president pro tempore
an internal party organization is called a caucous
each political party selects a party leader, a caucus chair, and a party whip
durring the 40 day session, 1200 bills are introduced in both houses
work load is divided and assighned to a committee
because the real work of the general assembly takes place in committees
the committee chairperson desides when the committee meets when bills will be considered when or if a vote will be taken on a bill
the president of each chamber elects the committee chairperson
standing committee permenent
interim committees considered temporarily so for a specific purpose
the general assembly is permitted to pass laws on an issue not forbidden by the u.s. constitution
the Georgia constitution states that the subject content of a bill must be single purpose and meet certain standerds
the general assembly may also pass resolution
the u.s. constitution forbids states from entering treaties with other countries
the general assembly may not pass laws that limit business competition or create a monopoly
all legislation start as an idea
step 1 proposal is submitted to a clerk
step 2 bill is introduced to the house as the first reading
step 3 once the bill gets to the committee, the chairperson decides when or if to consider it
step 4 after the committee members study the bill and hear from all interested party's the chairperson calls for a vote
step 4a the house sais do pass original, do pass changed, do pass substitute, vote bill out, do not pass, and hold bill no action
if the committee votes do not pass the bill is dead, for that session
if the committee says hold the bill or its killed bill is gone
step 5 if the bill is do pass, it is put on the general calender
the debate members of the house take turns speaking trying to convince others to support or defeat the bill
step 6 the full house votes on the bill then speaker closes it
step 7 goes to other house, has to be yes then goes to the general assembly
step 8 bill assigned to committee
step 9 voted out of committee then sent to full senate
step 10 legislators debate bill,and make changes
step 11 once bill passes both house ans senate, the governor must approve with signatour
step 12 if bill is vetoed, 2/3 of legislators must vote yes
