A time,place, and manner regulation of a limited public forum will be valid only if it is viewpoint neutral and rationally related to a legitimate government purpose.
Govt placement of permanent monument in a public park that is not protected speech under the first amendment.
Commercial speech Protected by the first amendment.
Review of commercial speech is 2 part step. first the court will determine whether false speech or speech pertaining to unlawful activity is involved. such speech has no first amendment protection and may be banned altogether.if this is not involved then court use the intermediate scrutiny.
Regulation of core political speech are upheld if they meet strict scrutiny
