The Constitutional Debate • The new U.S. Constitution required the support of 9/13 states before it would go into effect.

Protecting Rights • Original U.S. Constitution did not contain a Bill of Rights to protect individual freedoms.
Protecting Rights • Some states refused to ratify the U.S. Constitution without a Bill of Rights.
Adopting the Constitution • December 7, 1787 (1st state Delaware) – June 21, 1788 (9th state New Hampshire).
Adopting the Constitution • May, 1790 Rhode Island became the 13th & final state to ratify the U.S. Constitution.
Americans Celebrate • Boston, New York & Philadelphia held big parades.
Americans Celebrate • The Bill of Rights were added to the U.S. Constitution in 1791.
