Unit 2: Foundations
Term | Definition |

Foundation | A basis upon which something stands or is supported. |
Government | The group of people who control and make decisions for a country, state, etc. |
Limited Government | the government is not all powerful and may only do those things the people have given it power to do. |
Consent of the Governed | the people are the source of all governmental power. |
Democracy | a system of government where the people rule. |
Rule of Law | the government and all people must follow the law. |
Representative Government | people elect public officeholders to make laws and conduct government for them. |
Charter | A document issued by a state discussing the privileges, rights, and laws for a colony/city being established. |
Statute | A permanent rule created by lawmakers that is expressed in a formal document. |
Grievances | Complaints against unfair treatment/laws. |
Unalienable Rights | Rights that you are born with that cannot be taken away. |
Fundamental | of central importance. |
Union | Country or political unit. |
Justice | The quality of being impartial or fair. |
Domestic | originating or involving a country, especially one’s own country. |
Tranquility | Peace |
Defense | The act of protecting oneself, one’s team, or one’s nation. |
Welfare | The state of doing well especially in regards to good fortune, happiness, well-being and prosperity. |
Liberty | Freedom |
Preamble | The introduction of a document. |
Amendment | A change in the words or meaning of a law or document. |
Propose | To suggest something (plan or idea) to a group of people to consider. |
Ratify | To make a document official by signing it or voting for it. |
General Assembly | The law-making body of Virginia, which consists of The House of Delegates and the Virginia Senate. |
Congress | The law-making body of the United States, which consists of The House of Representatives and The US Senate. |
Constitution | a body of fundamental principles or established precedents according to which a state or other organization is acknowledged to be governed |
