Expertise | all bureaucrats are train to succeed in their area with the tools to succeed the professional bureaucracy trained within the specialization department of defense is different than the department of education |
Accountability | the idea that whatever the policy is it is assigned to a part of the bureaucracy the system is held accountable by the system that it is known policy, known consequences it ensure that bureaucracy answers to someone they answer to the other 3 st |
