Necessary and proper clause | implied powers: It states that Congress, in addition to its express powers, has the right to make all laws necessary and proper to carry out all powers the Constitution vests in the national government. |
Appropriation bills | An act of Congress that actually funds programs within limits established by authorization bills. Appropriations usually cover one year |
Congressional quorum | The minimum number of members who must be present to permit a legislative body to take official action (100) |
Gerrymandering | redrawing districts boundaries for political gain |
Commerce clause | the power to regulate all business activities that cross state lines or affect more than one state or other nations. Most litigated, used to end segregation |
Rider | Unpopular provision added to an important bill certain to pass so that it will "ride" through the legislative process |
Constituents | each member of congress represents specific geographical area. The people/groups who live in that area are constituents |
Filibuster | delay or prevent a bill by extended discussion/speeches |
Writ of habeas corpus | a court order requiring an explanation as to why a prisoner in being held in custody. Requires police to present person in court to face charges except in case of rebellion or revolution |
Party Whip | Appointed person who assists each floor leader and keeps track of how party members vote and persuades member's votes. |
Interest groups | Associations of people who hold common views and who work together to influence what government does |
Separation of powers | Constitutional authority is shared by three different branches of government (executive, judicial and legislative) |
Pocket Veto | veto taking place when Congress adjourns within 10 days of submitting a bill to the president, who simply lets it die by neither signing nor vetoing it |
Party Caucus | A meeting of the members of a political party to decide questions of policy |
House apportionment | distribution of seats according to population adjusted based on census data every ten years |
Subpoena | legal documents that require a person to testify in a certain matter |
Congressional oversight | The authority of the United States Congress to conduct hearings, investigations, and budget reviews of the actions by the executive branch |
Bill of attainder | pronouncing someone guilty of a crime without trial (Congress cannot pass a law that violates person rights) |
Majority leader (job responsibilities): | Main strategist for majority party, Carries out party agenda, helps get members on committees, expects cooperation from fellow party members |
Implied powers of Congress | suggested/inferred powers from the express powers (in Constitution) that allow Congress to carry out its functions |
