Federalism
Term | Definition |

block grants | a large sum of money offered to the states by the federal government without a specific purpose |
categorical grants | a large sum of money (grant) offered to the states with particular Congressional guidelines or requirements |
concurrent powers | powers that are held by both the state and federal government |
cooperative federalism | the intermingled relationships among the national, state and local governments to deliver services to citizens |
delegated powers | powers that the states have delegated to the federal government |
devolution | "devolving" or passing some of the responsibilities of the federal government back to the states |
dual federalism | national and state governments remain supreme in their own spheres |
extradition | clause that obligates states to deliver captured fugitives back to the state where they committed the original crime |
federalism | the sharing of power between the central, national government and the state governments |
fiscal federalism | the pattern of taxing, spending, and providing federal grants to state and local governments |
full faith and credit clause | Article 4 of the Constitution which requires each state to respect and honor the acts, records and judicial proceedings of every other state |
implied powers | those powers not specifically listed in the Constitution but but derived in the elastic clause |
marble cake federalism | developed during the New Deal and is characterized by the federal government becoming more intrusive in what were originally states' powers |
McCulloch v. Maryland | case that established the federal government was supreme over the states |
nullification | the right to declare null and void any federal law if a state thought it violated the Constitution (this itself is unconstitutional) |
reserved powers | any powers not listed in the Constitution, thus remain with the states |
10th Amendment | distinguish the two governing spheres, state and federal |
unitary government | those with a single governing authority in a central capital with uniform law throughout the land (United Kingdom, France, Italy, Japan) |
Whiskey Rebellion | controversy that brewed after a federal tax burdened whiskey distillers of the backcountry |
New Federalism | a return to more distinct lines of responsibility for federal and state governments, begun by Ronald Reagan |
