QuestionAnswer
Definition of morals Principals of right and wrong
Definition of ethics The discipline of determining good and evil and defining moral duties
How does society have competing roles they place on LEOs? Society expects LEOs to be crime fighters and public servants
How to define the "crime fighter" expectation: Repressing criminal conduct is most important function; failure of LE means the breakdown of order; efficiency is top priority; emphasis on speed and finality; conveyor belt model; there is a presumption of guilt
How to define the "public servant" expectation: Possibility of error; finality not a priority; insistence on prevention and elimination of mistakes; efficiency is rejected if it involves shortcuts; protection of process is as important as protection of innocents; coercive power of state can be abused

What are SOME common rationalizations and beliefs that lead to unethical behavior in LE? Loyalty to colleagues before anything else; public is enemy; due process is a barrier; crime control is better than social service; public is weak; LEOs are underpaid and misunderstood; you are (above) the law; public thinks all cops are bad; ETC
What are the common drivers of unethical behavior? Noble cause corruption; blue curtain/code of silence; slippery slope; mama rosa test
What is the "noble cause corruption"? Rationalization of the end justifies the means even if the means are illegal. Belief that legal techniques make the job impossible. Belief that the offender was definitely guilty
What is the "blue curtain/code of silence"? When an officer instinctively tends to focus on protecting co-workers rather than wrongs that have been done
What is the "slippery slope"? Rationalizing wrong doing at a small level and then gradually committing larger offenses
What is the "mama rosa test"? See how far an individual is willing to go to prove themselves (rookie vs experienced officers)
What are six major groups of unethical behavior in LE? Graft, bribery and corruption; process corruption; brutality and excessive force; on duty professional conduct; workplace deviance; off duty unprofessional conduct
What is graft, bribery, and corruption? Using your position of authority for your own benefit
What is process corruption? Interfering with the process of gathering evidence
What is brutality and excessive force? Using more force than needed
What is on duty professional conduct? In-action on calls, racial/sex discrimination, negligent treatment of victims or people in custody
What is workplace deviance? Harassment/racism/sexism, etc towards colleagues
