covert operations | Presidential activities unknown to the public and, to a large extent, even to Congress |
executive agreement | A nonbinding presidential agreement made with another head of state |
State of the Union (SOTU) address | President's annual report to Congress that establishes the president's legislative agenda |
veto | The president's power to oppose a bill passed by Congress by refusing to sign the bill into law |
pocket veto | Automatic veto of a bill if the president leaves the bill unsigned for ten days during a congressional adjournment |
line-item veto | Presidential power that allowed the president to veto part of a bill without vetoing the entire bill |

Twenty-Second Amendment | limits the president to two terms, plus up to two years of a predecessor's term if that person left office |
lame duck | An official who is still in office but has a lost an election or cannot stand for reelection |
impeachment | The House's power to formally charge top government officials with "treason, bribery, or other high crimes and misdemeanors" |
Twenty-Fifth Amendment | If the vice-presidency is vacant, the president nominates and both houses of Congress elect a new VP by a majority vote; also, if there is a dispute over the president's ability to serve, Congress decides |
Executive Order of the President (EOP) | The first level of bureaucracy underneath the president, consisting of White House offices and agencies that help develop and implement the president's programs and policies |
White House Office | The president's frontline staff, including his press secretary, his physician, and his counsel |
National Security Council (NSC) | An agency within the Executive Office the serves the president by gathering intelligence, formulating policy, and conducting crisis management in areas affecting national security |
Office of Management and Budget | Executive agency that helps the president prepare his annual budget for Congress, serves as a clearing-house for other executive agencies, coordinate policy among departments, and evaluate budgetary requests from executive departments |
cabinet | 15 offices of the executive branch, developed to assist the president in his constitutional duties and to meet the demands of America's growth |
cabinet secretaries | Individual responsible to the president for the department he/she heads |
