Define parliamentary procedure. A set of rules for conduct at meetings that allows everyone to be heard and to make decisions without confusion
Give a basic example of an order of business. Call to order(optional, not actually business), roll call of members present, reading of minutes of last meeting, officer's reports, committee reports, special orders, unfinished business, new business, announcements, adjournment.
What are special orders? Important business previously designated for consideration at the current meeting
Define motion. A proposal that the entire membership take action or a stand on an issue.
When can a main motion not be made? When any other motion is on the floor.
What are the four types of motions? Main, subsidiary, incidental, and privileged.
How does a member obtain the floor? When no one else is speaking, rise and address the chair.
Motions should always be stated in the... affirmative
What happens if a motion is not immediately seconded? The chair calls for a second.
How is a motion lost before even voted on? It does not receive a second.
Who speaks first in debate of a motion? The mover.
When can the maker of a motion speak a second time on the motion? After all other members have spoken or if called upon by the chair.
What are the five methods of voting on a motion? Voice, roll call, general consent, division (standing), and ballot
What is considered consent to a motion? Silence
What kind of committees perform a continuous task? Standing committee
What kind of committees are formed for a specific purpose? Special committees
Can a subsidiary motion be made while another subsidiary motion is pending? Yes
What is the 2nd highest ranking motion in parliamentary procedure? Fix the Time to Which to Adjourn
Do privileged motions relate to the main motion? No
What is typically true of motions that require a 2/3 vote? They limit the rights of the members (close debate, limit debate, etc.)

What is a main motion? A motion whose introduction brings business before the assembly
What is a subsidiary motion? A motion that assists the assembly in treating or disposing of a main (and sometimes other) motion. (i.e. Lay on the Table, Postpone Indefinitely, Amend)
What is a privileged motion? A motion that does not relate to pending business but has to do with matters of immediate and overriding importance.
Privileged motions take precedence over what other motions? All
What is a Call for the Orders of the Day? A request by a single member that a previously adopted agenda or schedule be followed (if he/she believes it is not).
How can an assembly set aside the orders of the day? By voting 2/3 negative on a Call for the Orders of the Day.
What is a Question of Privilege? An urgent request or motion to correct a pressing matter that is affecting the right or privilege of an individual member (Privileged).
Can a motion to Recess be made when business is pending? Yes (it is a privileged motion)
What is an incidental motion? A motion that is usually related to the pending business and must be decided immediately. (i.e. Point of Order, Appeal, Requests and Inquiries)
What is a motion to Consider by Paragraph? A request that a lengthy main motion or resolution be handled by opening each section or paragraph to amendment one at a time (Incidental).
Do incidental motions have rank?* No*
When is an incidental motion in order? When it is legitimately incidental to a (usually immediately) pending motion or other item of business.
What incidental motion does not yield to privileged motions? Division of the Assembly
Can an incidental motion be made when another incidental motion is pending? Yes
*How do incidental motions yield to other motions? *When the motion they are applied to is of lower rank than a pending motion.--
