TermDefinition
Bicameralism an adjective describing a legislative body composed of two chambers.
Clemency means mercy or leniency granted to an offender by a chief executive.
Concurring Opinion an opinion which is basically in agreement with the decision that the Court has made, but which bases that opinion on different reasons.
Continuous body the governing unit (US senate) whose seats are never all up for election at the same time.
Delegate a person who has authority to represent others at a conference or convention.
Dissenting Opinion an opinion written by a justice who does not agree with the Court's decision, explaining the reasons why not.
Executive Agreement a pact made by the president directly with the head of a foreign state; a binding international agreement with the force of law but which (unlike a treaty) does not require Senate consent
Executive Order a directive, rule, or regulation, issued by a chief executive or subordinates, based upon constructional or statutory and having the force of law.
Expressed Powers those delegated to the National Government that are spelled out, expressly, in the Constitution; also called “enumerated powers.”
Gerrymandering the drawing of electoral district lines to the advantage of a party or group.
Implied powers those delegated powers of the National Government that are suggested by the expressed powers set out in the Constitution; those "necessary and proper" to carry out the expressed powers
judicial review the power of a court to determine the constitutionality of a government action.
Majority opinion the opinion on which the decision of the Court is based, which identifies the issues in the case and the reasons for the decision.
Partisan a lawmaker who owes their first allegiance to their political party and votes according to the party line.
Politico a lawmaker who attempted to balance elements of the trustee, delegate, and partisan roles.
Reapportionment the redistribution, as in seats in a legislative body.
Recognition (diplomatic) the executive power of a President to legally recognize (establish formal diplomatic relations with) foreign states.
Single-member district the electoral district from which one person is chosen by the voters for each elected office.
Treaty a formal agreement between two or more sovereign states.
Trustee a lawmaker who votes based on their conscience and judgment, not the views of their constituents.
