What was the goal of the second one 1933-1937 It had a continued focus on heavy industry and transport. The main focus was transport as the Moscow underground was built.
What was the goal of the third one 1938-1941 The third plan was cut short due to Germany. The focus of it immediately switched to the production of arms and ammunition.
What is a dictator A dictator is someone who has gained almost complete control over the entire nation. They use any means to maintain power.
