TermDefinition
Discharge spending Can bring a bill out of a reluctant committee
Joint Committees A committee that includes members from both the House and the Senate
President of the Senate is the VP
President Pro-tempore has to preside over the Senate in the absence of the VP
Rules Committee A standing committee of the House of Rep that provides special rules under which specific bills can be debated, mended, and considered by the House
Select Committee Committees for some particular and typically short term purpose
Senate Minority Leader Chief representative of the Senate, very powerful, first person to debate, sets the legislative calendar, and determines which bills reach the floor for debate and which ones don't.
Ways and Means Committee A committee exclusive to the House that determines policy
Whip Deputy leader who is in charge of party discipline
Deficit The difference between spending and revenue
Discretionary spending A portion of the federal budget that Congress and the President approve each year to fund government programs & activities
Mandatory spending spending that the gov is obligated to pay
Delegate Model The representative is expected to act strictly in accordance with the beliefs of their constituents (being the people)
Trustee Model Decisions made by elected officials using their own personal views or decisions made by the elected official based on the public good and on the basis of constituents views . "JUST TRUST ME"
Politico Model A combination of both trustee and delegate. Follow their own judgement until the public becomes vocal about a particular matter, at which point they should follow the dictates of constituents.
Gerrymandering Illogical district lines drawn to give the advantage to one party
Gridlock The congestion of opposing forces that prevent ideas from moving forward
"Lame-Duck" President Executive who has not won reelection or who closing in on the end of the second president term
"One person-one vote" principle Asserts each individual's vote should carry equal weight in the electoral process
Racial gerrymandering The intentional drawing of legislative districts on the basis of race has also been the subject of scrutiny for conflicting reasons
Swing district A district where no single candidate or party has overwhelming support
Baker V. Carr A landmark U.S. supreme court case deciding that redistricting issues present justiciable questions, thus enabling federal courts to intervene in and to decide reappointment cases.
Shaw V. Reno A landmark U.S. supreme court case that establish that redistricting plans that segregate voters by race is unconstitutional. Happened because NC redrew its congressional districts in a distinct snake like manner to create a "majority-minority" black dis
