| referendum | process that allows citizens to approve or reject a law passed by their legislature |
| home rule | system that gives cities a limited degree of self rule |
| direct primary | election in which all citizen vote to select nominees to upcoming election |
| muckrackers | journalist who uncovers wrongdoing in politics or business |
| sherman antitrust act | law passed by congress in 1890 that out lawed any combination of companies that restrained interstate trade or commerce |
| clayton antitrust act | law passed in 1914 to strengthen the sherman antitrust act of 1890; specified big business activities were forbidden |
| social welfare program | program designed to ensure a basic standard of living for all citizens |
| arbitration | settlement of a dispute by a person or panel chosen to listen to both sides and come to a decision |

| city manager system | in which paid, professional engineers ran the day-to-day affairs of city governments under guidelines established by elected city councils. |
