What was the one goal of the writers of the Constitution in including the three provisions above? | One goal of the writers was to keep everything equal between the states and prevent discrimination. |
Define dual federalism. | A system of government in which both the states and the national government remain supreme within their own spheres, each responsible for some policies. |
Define cooperative federalism. | A system of government in which powers and policy assignments are shared between states and the national government. |
Which of the above is more prominent today? | Cooperative federalism is more dominate today. |
How do the educational and highway systems illustrate cooperative federalism? | States have most control over schools, but in '58 an act provided federal grants and loans for college students and aid for other education. Mostly states/cities build roads, but in '56 Congress initiated the highway system, a joint federal-state project. |
What are three characteristics of cooperative federalism? | Shared costs, federal guidelines, and shared administration. |
In general, what public policies are the states responsible for? | They are responsible for most public policies dealing with social, family, and moral issues. |
Provide three specific policies which are the prerogatives of the states? | Laws that directly regulate drinking ages, marriage and divorce, or speed limits. |
How does the drinking age policy, however, illustrate the power of the federal government? | The federal government (Congress) passed a law withholding federal highway funds from any state that did not raise its drinking age to 21. |
Throughout US history, power and responsibility has shifted to which LEVEL of government? | Power and responsibility has shifted to the national government. |
How do Democrats and Republicans typically differ with regards to intergovernmental relations? | Democrats support increasing the power of the federal government to advance national policies. Republicans oppose these policies and favored states taking responsibility for such issues. |
Define devolution. | Transferring responsibility for policies from the federal government to state and local governments. |
