indiscriminate | random, arbitrary, without just cause |
disposition | the nature or characteristics of (something) |
chilling or "chilling effect" | chilling: scary, terrifying, alarming ; "chilling effect": a phenomena where people are discouraged from exercising their rights because they are afraid of being unfairly punished. |
legitimate | real, valid, lawful, right, genuine |
reframe | to think about or express an idea in a new or different way; "think outside the box" |
explicitly | clearly, openly, specifically |
affiliation | connection, relationship, membership, link to, association with |
